Modernist architects such as Le Corbusier, Walter Gropius and Mies van der Rohe adopted both “ornamentation is crime” and “form follows function” as moral principles and applied them to design. Form follows function is a principle associated with late 19th and early 20th century architecture and industrial design in general, and it means the shape of a building or object should primarily relate to its intended function or purpose.

The phrase "form follows function" was coined by architect Louis H. Sullivan in his essay "The Tall Office Building Artistically Considered." The statement refers to the idea that a skyscraper's exterior design should reflect the different interior functions.

If there was a (booby) prize for the most misused design cliché, a firm favorite would be “form follows function,” with “less is more” coming a close second. Not only is “form follows ” often.

"Form follows function" would become one of the prevailing tenets of modern architects. Sullivan attributed the concept to Marcus Vitruvius Pollio, the Roman architect, engineer, and author, who first asserted in his book, De architectura (On architecture), that a structure must exhibit the three qualities of firmitas, utilitas, venustas – that is, it must be "solid, useful, beautiful.".
